P. Tumu Bowier: Co-Founder & Country Manager Africa Mobile Network (AMN) - Liberia He holds a master’s degree in management at the University of Liberia and a BSC degree in Telecommunication. Motivated by a passion for improving access to health and social services for vulnerable population, P. Tumu Bowier joined his wife for the establishment of TuMi’s Care Initiative. In his role as Co-Founder, he funds interventions, conduct and supports resource mobilization for sustained financing. Aside from his role as CO-Founder of TCI, he is an engineer in the field of mobile technology and serves as the Country Manager for Africa Mobile Network (AMN)- Liberia. In his role, he leads and coordinate all interventions related to the connection of rural communities to mobile technology. His role further impacted his support for the establishment of TCI as these rural communities are faced with challenges in accessing basic health and social services.
Madam Minnie Gorma Sirtor Bowier
Team Leader
A public health specialist with 20+ years of experience in health systems strengthening, procurement and supply management (PSM), and reproductive health, HIV, and malaria interventions. She has worked with national governments, USAID-supported projects, and international organizations, leading policy development, training, and grant management for USAID, Global Fund, and WAHO. Former Deputy Director for the Family Health Program at Liberia’s Ministry of Health, she coordinated RMNCAH and gender interventions. As a Grants Management Solutions Consultant, she supported Global Fund grant monitoring. An expert in malaria programming, she designed and led mass net distribution processes and served as Logistics Advisor for Malaria on the USAID-Deliver Project. Strong in organizational, interpersonal, and management skills.
Erika Richards-George
Deputy Team Lead (Consultant)
Experienced Public Health professional and Registered Nurse with over ten years of experience in Community Health, program management, and capacity building. Expertise in developing national health strategies, designing competency-based curricula, and implementing impactful community health programs. Demonstrates the ability to lead training initiatives, manage multi-stakeholder collaborations and coordination, and deliver quality and effective Social Behavior Change (SBC) and advocacy interventions. Highly skilled in budget planning, technical project proposal writing, quality report writing, and fostering partnerships to achieve Universal Health Coverage. Known for strong advocacy, mentorship, problem problem-solving abilities, with advanced degrees in Public Health.

Program Manager (Consultant)
A highly motivated public health professional with 15+ years of experience in Project Management, Health System Strengthening, and Leadership Management. She has a strong track record in disease prevention, program planning, research, evaluation, and capacity building for subnational health systems. She specializes in malaria case detection, referral, and treatment, contributing to integrated strategies and workforce performance analysis. She has worked with Plan International (Global Fund Malaria), Jhpiego (USAID Malaria Maternal and Child Survival Program), and UL-PIRE (HIV research). Additionally, she supported the Liberian Ministry of Health through WHO in finalizing the Neglected Tropical Diseases Master Plan. She holds a Master of Public Health from Cuttington University and a Health Care Management diploma from the Swiss Tropical Institute of Public Health.
Momolu Trowen Massaquoi
Program Specialist (Consultant)
Momolu Trowen Massaquoi is a Public Health Specialist He has more than 12 years working experience in the health sector serving in different roles with the Ministry of Health and donors and international NGOs. While at the MoH, he served as the National Program Officer for Malaria within the Global Fund Program Coordinating Unit. During this time, he supported the development of grant documents and coordinated the implementation of several Malaria and Health Systems Strengthening grants. His role was critical to the MoH maintaining an A rating on several grants. He also served as Focal Point for the Unit on other key activities including the development of the Private Sector Engagement Strategy, National Malaria Strategic Plans, mid-term reviews, etc. He participated in several international training in M&E and Procurement and Supply Chain Management. Recently, he served as the National Consultant with the National Malaria Control Program on the planning and implementation of the 2024 Mass Distribution Campaign, Liberia’s first digitized mass campaign. Momolu has experience in program management, monitoring and evaluation, social mobilization, health financing, supply chain, human subject research, leadership and governance, data collection and data management, training and collaborating on activities.
